DoD Manual 4140.01, Volume 1, "DoD Supply Chain Materiel Management Procedures: Operational Requirements," is one volume in a multi-volume DoD manual series that implements DoD Instruction 4140.01, the Department's supply chain materiel management policy. It is published by the Washington Headquarters Services (WHS) Executive Services Directorate as part of the official DoD issuances library, and it is used by DoD materiel managers, program offices, and the Military Services/Defense Logistics Agency (DLA) as the DoD-level framework for supply chain management strategy, processes, and best practices.

What it is

DoDM 4140.01 replaced the single-volume DoD 4140.1-R (DoD Supply Chain Materiel Management Regulation) with a multi-volume manual structure, each volume addressing a distinct functional area of supply chain materiel management. Volume 1 covers supply chain operational requirements at the enterprise level: the elements of DoD supply chain management (SCM) strategy; the plan, source, make and maintain, deliver, and return process framework that the other volumes detail (demand and supply planning, materiel sourcing and acquisition, production and maintenance, delivery, and returns and disposition); and SCM best practices such as item life-cycle management, supporting technologies, accountability, and sales and operations planning. Volumes 2 through 12 address demand and supply planning (Vol. 2), materiel sourcing (Vol. 3), make and maintain materiel (Vol. 4), delivery of materiel (Vol. 5), materiel returns, retention, and disposition (Vol. 6), supporting technologies (Vol. 7), materiel data management and exchange (Vol. 8), materiel programs (Vol. 9), supply chain inventory reporting and metrics (Vol. 10), inventory accountability and special management and handling (Vol. 11), and enterprise logistics decisions (Vol. 12, issued May 9, 2023).

Who operates it

DoDM 4140.01 is issued under the authority of the Office of the Under Secretary of War for Acquisition and Sustainment (OUSW(A&S), formerly OUSD(A&S)), which sets DoD-wide materiel management policy under DoDI 4140.01; the Assistant Secretary of War for Sustainment (ASW(S)) implements that policy DoD-wide. The manual itself is published and maintained by the WHS Executive Services Directorate's Directives Division, which hosts the current text of all DoD directives, instructions, and manuals.

Access

The manual is a publicly releasable DoD issuance, posted as a PDF on the WHS Executive Services Directorate site (esd.whs.mil). No login, CAC, or account is required to view or download it. The legacy `dtic.mil/whs/directives` URL that previously hosted this document has been retired; the current file is hosted directly under esd.whs.mil's issuances directory.

How logisticians use it

Materiel managers, requirements/inventory analysts, and logistics policy staff use Volume 1 as the overarching framework for the supply chain processes that the manual's other volumes (demand and supply planning, sourcing, maintenance, delivery, and returns) prescribe in detail. It is cited alongside DoDI 4140.01 in Component-level supply regulations and training materials as the DoD-level baseline that Service-specific procedures must align to.

History & lineage

DoDM 4140.01 reissues DoD 4140.1-R, "DoD Supply Chain Materiel Management Regulation" (May 23, 2003), the single-volume regulation that previously governed this subject area. The first DoDM 4140.01 volumes were issued February 10, 2014; Volume 1 was itself reissued on December 13, 2018. DoD restructured that regulation into the current multi-volume DoDM 4140.01 series so each functional area of supply chain materiel management — requirements, planning, sourcing, maintenance, delivery, returns/disposition, data management, programs, metrics, critical/controlled inventory items, and enterprise logistics decisions — could be issued and updated as a standalone volume rather than as chapters of one large regulation.

Related systems

DoDM 4140.01 works alongside DoDI 4140.01 (the parent policy issuance) and the other volumes in the same manual series covering demand/supply planning, materiel sourcing, delivery, and returns/disposition. It also interacts with the DLM 4000.25 series of logistics management standards/DLMS procedures that implement supply chain transactions DoD-wide.
