Army Learning pointed to the U.S. Army's Enterprise Lifelong Learning Center (ELLC), a Blackboard Learn-based training portal reached through school-specific hosts such as umm.ellc.learn.army.mil and qm.ellc.learn.army.mil (Quartermaster School). Those hosts no longer resolve. The Army's enterprise learning management system is now ATIS Learning, which PEO Enterprise Information Systems (PEO EIS) rolled out on 29 March 2024 to replace the Army Learning Management System (ALMS). It is reached through www.lms.army.mil with CAC sign-on and is not a public site.

What it is

ELLC was the Army's enterprise learning-management-system (LMS) hub, built on Blackboard Learn, that hosted course content, digital libraries, and student records for Army schoolhouses and training programs Army-wide. Individual subdomains (like the one listed here) served as the branch- or school-specific front door into that shared Blackboard environment, letting a Soldier, Army Civilian, National Guard member, or Reservist enroll in and complete assigned coursework online.

Who operates it

The Enterprise Lifelong Learning Center was operated by the Army Training Support Center (ATSC), a subordinate organization of Combined Arms Center-Training (CAC-T) at Fort Leavenworth, itself part of Training and Doctrine Command (TRADOC). ATSC ran the Lifelong Learning Center (LLC) Program, which maintained ELLC's web portals, support desk, digital library, student management, and Blackboard Learn instance for schoolhouses across the Army. ATIS Learning is fielded by PEO EIS through its Army Training Information System (ATIS) program.

Access

The ELLC hosts are offline: umm.ellc.learn.army.mil and the sibling schoolhouse hosts checked (qm, cascom, ord, mp) no longer resolve, and learn.army.mil has no address record (checked 13 September 2026). No public notice of ELLC's own shutdown was found, so the move to ATIS Learning is inferred from the Army's replacement of ALMS rather than stated for ELLC. ATIS Learning is reached at www.lms.army.mil, which redirects to the EAMS-A single sign-on page; a Common Access Card (CAC) is required and there is no public or anonymous access. AKO logins no longer apply, because Army Knowledge Online was retired in 2021. Schoolhouses that kept Blackboard moved to vendor-hosted tenants (for example cgsc.blackboard.com).

How logisticians use it

ELLC itself was a training-delivery platform, not a logistics operations system. Army logistics personnel encountered it as the portal through which they complete assigned online coursework, certifications, and refresher training tied to their military occupational specialty (for example, Quartermaster Corps schoolhouse courses once delivered through the qm.ellc.learn.army.mil instance). Its relevance to logisticians is indirect: it was the LMS behind required training rather than a tool used to manage supply, maintenance, or transportation operations.

Related systems

ELLC sat alongside other Army and joint training/LMS platforms, including school-specific ELLC subdomains for other branches and centers of excellence, and was distinct from joint training portals such as Joint Knowledge Online (JKO). It was also separate from the Army Learning Management System (ALMS), which ATIS Learning replaced on 29 March 2024, and from ArmyIgnitED, which serves a separate part of the Army's education ecosystem.
